Reginald Gaffney
Chief Executive Officer
I'm dedicated to serving the underserved. My mission is rooted in a deep faith in human potential and commitment that every neighbor, veteran, senior and family is treated with dignity & "Whole Person" care. I lead with a servant’s heart turning barriers into breakthroughs; fostering a thriving community.
Mark Lewis
Treasurer of Board of Directors
Mark Lewis is a Florida native with a 33-year career in wholesale and retail operations. After retiring in 2014, he returned to the workforce and now oversees transportation services for Community Rehabilitation Center (CRC). A longtime volunteer and board leader, Mark has served as Treasurer and Chairman of the Board. He is married and has two grown children.
Dr. Nahshon Nicks
Board Member with a Doctorate of Ministry
Dr. Nahshon Nicks is a Jacksonville leader whose life reflects service, executive leadership, and community advocacy. A former Campus Director and CEO with a Doctorate of Ministry, he holds degrees from Edward Waters College and Strayer University. With extensive experience in fiscal management and ministry, Dr. Nicks has led major non-profits, served as a Chaplain, and remains committed to faith, equity, and Jacksonville’s future.
Bessie Belton
Board Member
Bessie is a lifelong Duval County resident and retired educator with more than 38 years in public education. She earned bachelor’s and master’s degrees from Florida A&M University and a specialty degree from the University of West Florida, and served 21 years as an adjunct professor at FCC. Jax.
Derek Neal
Board Member
Derek is an executive with Fidelity Information Systems (FIS), a U.S. Navy Veteran and Chicago native. Derek is a respected leader in community development in Jacksonville. He is recognized for driving complex initiatives, leading high-performing teams and deep commitment to community service.
Taylor Smith
Board Member
Taylor Smith is a Florida native with a distinguished career in financial engineering and development. Since 1998, he has financed over $1 billion in public and private infrastructure and pioneered educational facilities. A Princeton graduate and Fulbright Scholar, Taylor is a state appointee and non-profit leader.
William "Bill" Harris
Board Member, Strategic Advisor & Community Leader
William ‘Bill’ Harris is a Jacksonville native whose life reflects service, leadership, and environmental stewardship. A former Congressional Page and U.S. Army Reserve officer, he holds bachelor’s and master’s degrees from Florida State University. Bill has led public agencies, taught nationally, and remains committed to faith, community, and Jacksonville’s future.
