William "Bill" Harris

A Legacy of Leadership and Service

William “Bill” Harris is a Jacksonville native whose life and career have been defined by service, leadership, and a commitment to the environment. Born and raised in the San Jose area, Bill’s journey began as a Congressional Page to the U.S. Congress and as a Commissioned Officer in the United States Army Reserve. A graduate of Florida State University with both Bachelor’s and Master’s Degrees, he was recognized early for his leadership as a member of "Who’s Who In American Colleges and Universities" and the Gold Key Honorary.


Professional Excellence in Environmental Management

With 50 consecutive years of experience in environmental and land use management, Bill is a seasoned expert in navigating the complexities of government and private enterprise. His distinguished career includes:



  • Governmental Leadership: Served as Director of Planning and Environment in Lee County and held program management roles at the U.S. EPA and HUD.

  • Consulting & Planning: Spent 17 years as a sole proprietor focusing on major port projects right here in Jacksonville.

  • Academic Contribution: Served as a guest instructor at Georgia Tech and has lectured nationwide on land use and remediation.


Commitment to Community and Faith

Bill’s heart for service extends beyond the professional world. In Atlanta, he served as the Chairman of the Zoning Board and the Impact Fee Advisory Board. He is also a champion for youth, having organized a church basketball program that grew to serve over 650 young athletes.


Returning Home

After 46 years in Atlanta, Bill is returning to his Jacksonville roots. A member of a large extended Jacksonville family and a lifelong attendee of Southside Baptist Church, he is dedicated to applying his decades of experience to foster growth, stability, and wholeness in the city where he was raised. When not working, Bill can be found on the tennis or pickleball courts, enjoying the recreation and family life of the First Coast.
